Sorry, a list returning a Set is odd because I was expecting a List, not a Map.
This patch goes the wrong direction making list return a Map. Pardon me. I
should have been more clear. Do you want to move this Interface.
This method name is not right given what it is returning
getNamespaceDescRetriever
