Continuation over in HBASE-9461. Changes CallRunner so not Runnable. Other
'cleaning' so easier to make sense of what is going on (does other stuff like
make the CallRunner do all call size accounting, makes it so Scheduler does
less reaching into RpcServer instance, takes rpc server Interface instead,
etc.).
