2 problems here.
1. Cells with tags added to Append/Increment is not passing those tags to server
2. When we do a put with some tags in it and later do an increment or append on
this, we create new cells at server side. At that time we should not drop the
existing tags for the cell. We should consider tags in old cell as well as
cells coming in the Increment/Append.
