In case of Append/Increment we are actually merging an existing cell with an 
incoming cell and making a new cell right. So there the tags can be present in 
old cell and/or incoming cell and I am thinking that in the new resultant cell 
all tags should be added.  Right now we are not even considering the existing 
tags in old cell.   What do you say [~ram_krish] , [~apurtell] ?
