I copy from JIRA but then have to do vim hackery to make them fit the
CHANGES.txt. IIRC, JIRA has upper bound of 100 JIRAs at a time which is a PITA
so in the past had to get a 100 at a time. I've been putting the URL for the
JIRA release into the CHANGES.txt. This has a downside in that JIRA is the
authority and cannot be 'damaged' (I suppose we should 'close' issues as soon
as release is done so they are no longer editable up in JIRA).
