bq. When I think at high level, ZK is used know mostly to coordinate ops
between HM and HRS, so operations which has to be abstracted presumably, mostly
involve both HM and HRS side. So may be for now put it all under
o.a.h.h.consensus?
This is reasonable rationale. Mess around w/ it. If it feels right, lets go
w/ it (make a note somewhere that this is what we decided maybe in a class
comment or so...)
Let me look at hbase-11092.
