I and Jerry noticed the above since last night.
Various efforts in reproducing the above test failure locally didn't reproduce
it.
Procedure#waitForCompleted() return void is gone in code base.
This could be due to git checkout flakiness.
One option is to add Procedure#waitForCompletedWithRet() and restore
Procedure#waitForCompleted() which just calls
Procedure#waitForCompletedWithRet().
