I attached addendum-allow-null-data-from-member.patch. This makes the master
coordinator tolerate null data from the procedure member.
It will help in such case:
The hmaster is updated with the patch, but some region servers have not.
After this addendum, snapshot (or old procedure) will not fail during the
scenario described.
