Discussed this feature with Nileema, Stack, Karthick.
Desired characteristics include:
1. Accommodating master failover.
2. Ability for displaying progress information. This would be useful for Ops.
3. Throttling. HBASE-1730 provides the ability to ensure that only a
configurable number of regions are closed per region server at a time.
