We ok with the fact that each time the JVM grows the heap, which it will do 
since we do not specify ms == mx,  it is gong to FullGC?  (A FullGC of small 
heaps shouldn't take too long?).  I'd be fine w/ this change if refguide 
configs section talks up setting this.  Needs fat release note.  +1.
