Yea sorry about that license. Expect a patch which fixes that. 


Before the patch I have some questions first

- For the "flaky tests", I added test retries. How many retries are ideal? I 
have it set to 10 currently.
- I removed my changes to TestHCM now that i have the advanced retry runner. 
- It looks like the build is finally passing in travis and circle-ci (for the 
first time), however TestHCM is still a bit flakey. Perhaps we can handle this 
in a different issue

On our internal build, we have had about 80% successes using the category based 
builds. It takes about 45 minutes to run. It seems fine locally.
