Couldn't the FilterList and PrefixFilter take advantage of the seek hint?
Wouldn't that eliminate the need to set a startRow in PrefixFilter? If all
filters in the FilterList used a seek hint, you could seek to the lowest or
highest row returned by the filters in the list depending on whether it was a
pass one or pass all.
