There is no support in 0.96 for HBASE-4811 Support reverse Scan. It was
backported to 0.94 but not to 0.96. HBASE-10018 Remove region location
prefetching added making use of reverse scanning doing lookups against meta.
This makes it so we cannot do a rolling restart from 0.96 to 1.0. Let me add
note to refguide.
