Found one more problem in not updating the in-memory state to OFFLINE as i had
suggested in the previous comment.

If we get RegionAlreadyInTransitionException and if we continue assigning to
another RS the above check will call master.abort() if we dont update the
in-memory state to OFFLINE.
But having it in OFFLINE state will affect the OPEN OPEN scenario as mentioned
in previous comment. Will dig in more deeper
