Somehow I missed this earlier. Reopening for 0.98. I don't see the harm in
adding the new interface, the changes are all internal to the AccessController
and SecureBulkLoadEndpoint, with the addition of one new method in
limited-private interface CoprocessorHost. Let me see if I can commit the
master patch without too much fixup.
