[~apurtell] There seems to a clean up issue with the unit test
"testTableExistsIfTheSpecifiedTableRegionIsSplitParent" in
TestSplitTransactionOnCluster class. It always has a region in transition. So
any unit test that executes after that test, will cause balance method to
return false. That is the reason that I have not added an assert for balance
method in the unit test of this JIRA. Can we address this issue in a separate
JIRA ?
