Patch looks good to me.
nit: In testTableLoadingDisabled, do we need
"conf.setBoolean(CoprocessorHost.COPROCESSORS_ENABLED_CONF_KEY, true);" ?
Also, I'm curious about why "AtomicBoolean" is used for *loaded variables
instead of boolean?
