Looks fine to me. The minor nits -
1. Should we have the utility queue in the test package since no one other than
the test is currently using it.
2. There is a bugfix to do with skipping entries of disabled/dropped tables in
RegionReplicaReplicationEndpoint. Could you put in a comment around that bugfix
in the patch.
