I thought about this. I think it is safer to do it this way. The expectation is 
that there will be executors available. 
bq. 2) openSeqNum in the following code may still use the old value?
Good catch. I've modified it so that we get a new seqId and use it as the open 
seqId. Since during replay, we can accept more writes, the seqId maybe bigger 
than the original open seq id.
