That's fine.
For this issue, the test is only sleeping, according to comment above the sleep
in order to "let the kill soak in", and then waiting for all regions to be
reassigned, but not waiting for replay to finish. We should add a helper to
HBaseTestingUtility for that if there isn't one already and use it in the test.
