I would this is a WIP patch. Just parking here for initial reviews. This is
nothing but a portion of the patch that was posted in HBASE-11425. The recent
purge of V2 and V3 has got lot of rework in getting this part of the code ready
again. Just for review parking here. Will work on this tomorrow to give a
final patch if there are any thing left/missed out.
