This sounds like a great opportunity for the improvements I brought up with 
[~jfarrell] on the htrace-dev list.

In short, I think it would be very helpful for infra to own a set of scripts 
for supporting pre-commit checking that the rest of us can leverage. The 
current situation is basically: Hadoop implements something, HBase forks it, 
then Phoenix forks it, &c. Would be better if there was an inheritance model 
with base implementation that the rest of us can adopt as needed.
