No, it's not on 1.0.x because it's a new feature and we no longer add new
features to released branches in patch releases. This is "by design" in the
1.0+ world, according to Semantic Versioning aspirations,
http://hbase.apache.org/book.html#hbase.versioning.post10
New features that are backwards compatible only go into minor releases. Patch
releases only get bug fixed.
