Yeah, it's a little strange. Semver rules aren't applying to 0.98 as it was
"grandfathered in" -- it will continue to receive non-breaking feature
enhancements until such time as it's EOL'd and becomes a maintenance-only line
(as has happened for 0.94). If they depend on 1.1-only features then they'll
have to upgrade to that version. We're maintaining rolling upgrade from 0.98
for the whole 1.x line, so this should not be an issue.
