sorry, i'm late on this one. 
but since we have the checkAndSetZNodeAcls() why are we covering only the 
unsecure -> secure case and not the other way around too?
it is just matter of skipping the early exit in checkAndSetZNodeAcls() if 
!isSecureZooKeeper() and 
when we call ZKUtil.createACL() instead of forcing true we pass 
isSecureZooKeeper()
and adjust the isBaseZnodeAclSetup() to check for the unsecure case.
so with the same thing, we cover also the secure -> unsecure case.
(otherwise we have to use the tool HBASE-13162 for this specific case)
