Andrew Purtell commented on HBASE-13768:
----------------------------------------

bq. but since we have the checkAndSetZNodeAcls() why are we covering only the
unsecure -> secure case and not the other way around too? [...] (otherwise we
have to use the tool HBASE-13162 for this specific case)

No strong opinion here. I think we could do this as a followup issue. Needing a
tool to make the change for now isn't bad either, should that secure ->
unsecure configuration change be unintentional needing an extra tool to invoke
lessens the chance the cluster gets up and running with it.

> A logic error causes HBase in most secure configuration deployments to handle
> its coordination state in ZooKeeper via insecure ACLs. Anyone with remote
> unauthenticated network access to the ZooKeeper quorum, which by definition
> includes all HBase clients, can make use of this opening to violate the
> operational integrity of the system. For example, critical znodes can be
> deleted, causing outages. It is possible to introduce rogue replication
> endpoints. It is possible to direct the distributed log splitting facility to
> split arbitrary files in HDFS.
