I should say I don't like this name, but so far wasn't able to come with a
better one :( I'd be glad to rename if someone has better name in mind.
Regarding where to put methods and constants - I'm not sure it can properly
fit at any of the places I went through, so I guess yeah, let's just put them
wherever it causes least debate. I'll move it in AuthUtil as you suggested
[~srikanth235]. [~anoop.hbase] - does it work for you?
