Patch V3 with bit more optimization as was done in Bytes unsafe compare logic.
Only at time of comparison the reverse bytes op is done. When bytes are same no
need for this op at all.
Also added clear doc in UnsafeUtil APIs that we treat bytes in big endian
format.
