[~ashish singhi], I think you mean 0.98 and 1.0. I see HBASE-7847 in the commit
history of 1.1 and later branches. I don't see a compatibility issue, but ask
[~enis] about 1.0. In improvement in Procedure handling can arguably avoid
hitting latent bugs someday, but this does fall today in the 'not a bugfix'
bucket I suspect.
