If a table is being balanced by the balancer, I would think an operator would
want to know metrics on why.
A blank table name given table is not a dimension when in ensemble mode would
be reasonable -- I'd remove the '_' prefix though... in fact, so we don't
surprise operators, what about flipping the metric name so it is Overall_Table1
rather than Table1_Overall. If we start with Overall, operator will know where
to look for this metric in the list... if table prefix, could be anywhere in
the list?
