[~fengs] and [~enis], attached is the draft patch that undo the workaround in
the IT.
Note:
1. I kept the workaround for enable/disable table, because during recovery, we
have redundant enable/disable calls, this will be resolved in HBASE-13823
2. I added the code to keep the table around. In security env, the hbck always
fails; we need to run hbck under certain user outside the IT test.
