Yeah, changed from mins to millis so that it fits with other configs (
basically everything in HBase is millis ). I don't think that anyone has
actually changed this config ever ( we might want to just remove it completely).
Make it 8 times longer because it's physically impossible for locality to
change that much in 30 mins on a cluster of any real size and anything that's
so small that you can transfer it in < 30 mins will fit in cache anyway so
locality isn't too big an issue.
