The AM is being redone for hbase 2.0. Rather than propagate a hack done in
current system -- a log for hbase:meta being done per system tables -- I
suggest you go take this and the parent issue where you want to dicate assign
order over to the AM redesign JIRA and add them as a factor to address there.
