i think your guys are still thinking of HBASE-14190. To me, this JIRA is
independent to AssignmentManager work, as AM would not read/write WALs and has
its own WALs to deal with procedures.
For system table has its own WAL, we would recover system table faster (fast
split, fast replay). It would probably benefit AM on system table region
assignment. At this time, the new AM is not planned to change WAL. So I
think the existence of this JIRA is good for overall system, not specific to AM.
