ReplicationPeerZKImpl is not used to create peer, peer was created in
ReplicationPeersZKImpl.
And the configuration in ReplicationPeerZKImpl is useless currently. So it is
not a bug.
The code here is some confused. And it has some changes in HBASE-11393
