sorry, i'm late on the review on this.
but since this is master only, can you also remove the
ProcedureSyncWait.waitForProcedureToComplete() and make the NS operation work
as the other operations, without the sync wait? see HBASE-13538, HBASE-13571,
HBASE-13572 for examples
