Turns out that the "build-legal-for-assembly" also fails when building with
-Dhadoop.profile=2.7 (or 22, 23, 23, or 2.0), but it's fine with 1.0, 1.1, and
1.2.

In the interest of getting the last release out. Maybe we can take the stuff
that Maven generated for us, commit that directly, and remove the pom changes
from the release?
