[~anoop.hbase] This is different from HBASE-8369.  If you want to open a 
HRegion over a hdfs snapshot you can not do anything but a read operation.    
So when you initialize a HRegion currently you could possibly clean up the temp 
directory, clean up splits, or replay logs - all of these would fail when 
attempted over a hdfs snapshot.
