Not that I know of; I thought ability to add jobs was equivalent to being able
to edit all the existing jobs.
IIRC, the PMC chair controls karma for jenkins. [~apurtell] can you see if
there's some obvious difference in [~mantonov]'s perms? (I'm presuming we want
to fix the underlying issue of spreading out access to maintaining jenkins jobs
rather than the proximal need to update the config.)
