+1 on Dave's comments.
I'd like to point out the fixed window strategy takes current time to determine
whether to promote older windows to higher tiers. Therefore it guarantees most
recent data are in the smallest windows. It also guarantees at least one window
remaining on the current tier before promoting the others to the higher tier.
