Agreed, no need for an abstraction unless we expect an alternate
implementation. I still think a calendar based alternative would be reasonable
if anyone wanted it. Cassandra's DTCS also uses fixed windows, not relative
ones (see for example the secton "How DTCS works" at
https://labs.spotify.com/2014/12/18/date-tiered-compaction/ ).
