AFAICT, {{CompactionPolicy}} is only used to select files for compacting. So if
you want to change the output of a compaction result, you need to implement a
{{Compactor}}. Here we only introduce a new {{Compactor}}, the new
{{StoreEngine}} will be introduced in HBASE-15400.
