This issue is 'critical'?

bq.  I really don't like one thread to do cleanup in master just for hbck.

Me either.

hbck is an admin tool. Why can't the admin tool, for certain operations, 
complain loudly that if it exists prematurely, state may be left set in the 
master and explain how to explore and rectify.
