Went thro the patch. 
The chunk pool is currently configurable but the main idea to design it was to 
avoid memstore fragmentation.  Currently in our related work with offheap 
writes we are trying to enable chunk pool always. 
In the patch any specific reason to name CellBlockOffheapSegment with  
'offheap'?  There is nothing offheap now in that. But I think you made the 
representation of the chunks array based so that you can do binary search which 
is good.
