Ya actually speaking, we might not need create a full Cell block in advance.
When it is of size 2 MB, we need 32 BBs (64 KB sized). As and when needed we
can encode cells to a BB. We will need multiple Responder threads then or else
we will block it for longer time. (Now we have single Responder thread)..
This is some thing to explore and may be as part of another issue?
