Oh, that is conditional. We don't explicitly stop minor compaction beyond this
age. We just stop merging windows. Given we always order by seq id, if files
are compacted before being moved into this range, they won't be compacted any
more. But if max age is too small or user changes window config settings, it is
still possible for some files moving into this range before being compacted by
the same logic.
