Patch which introduces JvmPauseMonitorSource, a new interface for hooking up
the pause monitor to various metrics sources. Currently only
MetricsRegionServerSource implements it. After this patch goes in I'll extend
MetricsRESTSource (HBASE-15662), MetricsThriftServerSource (HBASE-15663), and
HMaster in 0.98 only (HBASE-15661) in the same way.
