I think going forward if there are any protos exposed in public
interfaces/methods though they are already marked IA.private - we can move them
to IA.Private Util classes. That will help not to pollute the APIs with some
internal Protos related arguments/return types.
There is one javadoc warning. I can correct it on commit. Will commit unless
objections.
