least this class was marked evolving....
Sure. Will change to LimitedPrivate but then ColumnInterpreters and all the
subclass will change to LimitedPrivate?
bq.Does ProcedureUtil need to be top-level too?
Will move it to procedure package but I think code in hbase-common cannot use
something in hbase-server right? Let me check this once. If not I will leave it
as is.
