The idea is for the master to revert the state because we should not depend on
another HBCK run to fix it for us. With ephemeral znodes, it is quite easy to
do so.
HBASE-16008 is opened for further discussion. I would like to revert this for
1.3 and decide to use the proposed approach or maybe recommit a more generic
version of this (covering CJ+balancer) over there.
